Capitol Chaos: Floor Fight casts each player as a party boss running a caucus of parody legislators in a satirical version of the United States Congress. Players compete to pass gloriously terrible bills and accumulate Approval before the legislative session adjourns.

On a turn, a player stands their cards, collects Clout and PAC income, draws, and takes two actions: recruiting a legislator, bankrolling a PAC, fundraising, or introducing a bill. Introducing a bill triggers a Floor Fight. The sponsor pitches the bill, after which any player may openly hand Clout to any other player in exchange for a promised vote. Every player then plays a YEA or NAY card face down and all votes are revealed simultaneously. A vote counts as one plus the combined Gravitas of that player's standing, unscandaled legislators, and ties fail. Clout that changes hands is kept no matter how the recipient actually votes, so promises carry no mechanical weight.

Passing a bill earns the sponsor Approval and triggers that bill's effect on the table. Legislators can be neutralised by attaching Scandals, which drop their Gravitas to zero and lock their abilities until their owner pays to discard them. Event cards may be played by any player at almost any time, including in the middle of a vote, which means a Floor Fight can turn after the ballots are face down.

The first player to reach 7 Approval wins immediately. If the session clock runs out first, the player with the most Approval wins, with ties broken by Clout.
