This is a thinky Climbing-Shedding Game.
Players start with a hand of cards and there are multiple piles to play on (player count+1). Each pile has a rule and a restriction -- the head and tail of an otter, which vary during setup.
At the start of your turn, you may draw a card and swap two rules or two restrictions at the start of your turn.
Then you must play a card on one of the piles, or draw. Many rules let you play multiple cards on the pile, creating exciting moments of long combos!

When you run out of cards, choose an otter. Put all the cards from that pile into your hand, and remove those rules and restrictions from the game.
If you choose the last otter, you win. But if you can't play (and the draw pile is gone), you lose (and bring the game toward a quick end). So you win by shedding out when there is only one otter remaining, or by being the last player standing.
